REPUBLICANS TAKE AIM AIM AT HIGH COST ENERGY MANDATES

COLORADO CONSTITUTIONAL AMENDMENT: MEASURE WOULD ALLOW LOCAL GOVERNMENTS TO BAN OIL, GAS,
MOST BUSINESS ACTIVITY

A group calling itself the Colorado Community Rights Network has filed an initiative with the Legislative Council, a research arm of the General Assembly. It will go to the Secretary of State after completing a review and recommendation on drafting. The initiative is a proposed constitutional amendment that would allow local governments to enact laws to ban virtually any mineral development or other business activity.   Aimed mainly at oil and gas development, the measure also seeks to allow local governments to ban genetically engineered crops and even the use of chemical reagents used in mining, overruling existing laws that both sanction and regulate these practices.     But any business could find itself in the cross-hairs if this measure reaches the  ballot and is approved by voters.

CMA, RURAL COLORADO SPEAK: HICKENLOOPER LISTENS

CMA and rural Colorado communities have united in opposition to the Bureau of Land Management’s (BLM) proposed land use plan for the preservation of the greater sage grouse.   And Governor Hickenlooper is listening, visiting northwest Colorado with Interior Secretary Sally Jewell to hear concerns about the impacts of BLM’s proposal to conserve the species.

Governor Hickenlooper told BLM in a recent letter that the agency “must accurately assess the socio-economic values that link people to the land in that area. Ranching and energy development are the most important economic drivers in the region; the final [resource plan] should propose an adaptive management approach that will conserve habitat for the [sage grouse] while continuing to allow those industries to thrive.”    Hickenlooper took issue with arbitrary disturbance caps on mineral development, as did CMA in its comment letter filed last month.

The governor has also named John Swartout, former director of the Colorado Coalition of Land Trusts and Great Outdoors Colorado, to spearhead the state’s effort to forge a cooperative approach.    Swartout has met with CMA to hear our concerns.

A copy of the Governor’s letter is linked below:
