    The State Board of Land Commissioners (the “Board”) administers approximately four million acres of mineral lands, in addition to other lands, and is charged with the administration of these State-owned lands with the mandate to manage the development and utilization of natural resources on these lands in a manner which will conserve the long-term value of such resources, as well as existing and future uses and in a manner which will produce a reasonable and consistent income over time.
